Remarks
This constructor initializes the SocketErrorCode property of the new instance with SocketError, and the Message property using the value of the message parameter. The content of the message parameter is intended to be understood by humans. The caller of this constructor is required to ensure that this string has been localized for the current system culture. For more information about socket error codes, see the Windows Sockets version 2 API error code documentation (https://msdn.microsoft.com/library/windows/desktop/ms740668.aspx).
